Orleans County Computer Use Agreement

  • Orleans County systems may not be used for transmitting, retrieving or storage of any communications of a discriminatory or harassing nature or materials that are obscene.  The display of any kind of sexually explicit image or document on any County system is a violation of our policy on sexual harassment.  In addition, sexually explicit material may not be archived, stored, distributed, edited or recorded using our network or computing resources.  If you find yourself connected accidentally to a site that contains sexually explicit or offensive material, you must disconnect from that site immediately, regardless of whether that site had been previously deemed acceptable by any screening or rating program. Harassment of any kind is prohibited. 
  • No messages with derogatory or inflammatory remarks about an individual’s race, color, gender, marital status, age, disability, religion, national origin, physical attributes or sexual preference shall be transmitted.  Abusive, profane or offensive language is prohibited.
  • Participation in newsgroups, chat rooms or list services through County systems is prohibited.
  • Systems may not be used for any purpose that is illegal, against County policy or contrary to the County’s best interest.  Solicitation on non-County business or any use of the system for personal gain is prohibited.
  • No electronic communications may be sent which hides the identity of the sender or represents the sender as someone else.  All messages communicated on the County’s system should contain the employee’s name.
  • Use of County systems for private, recreational, entertainment or non-public purposes is prohibited.  CSD is required to document and remove all “computer games” and unauthorized “screen savers”.
  • Use of the system to disrupt users, services or equipment is prohibited.  Disruptions include, but are not limited to, distribution of advertising, propagation of computer “worms” and viruses, and sustained high volume system traffic, which substantially hinders others in their use of the network.

Orleans County VPN User Agreement

This policy applies to all prospective users requesting VPN access the Orleans County network(s). This policy applies to implementations of VPN that allow direct access to any Orleans County network.
  • It is the responsibility of the remote user with VPN privilege to ensure that unauthorized access is not allowed to the network.
  • VPN access is controlled using username and password authentication.
  • All traffic destined for any Orleans County network is logged and associated with the user, as permitted by Orleans County Administrative Regulations
  • Only traffic destined for Orleans County networks will travel across the VPN tunnel, all other traffic will go through the user's Internet Connection.
  • VPN users will be automatically disconnected from the Orleans County network after a predetermined amount of inactivity. The user can immediately logon again to reconnect to the Orleans County network
  • VPN connections will be supported during 8:30a.m. - 5p.m. business hours by Orleans County Computer Services. After hours support will be handled by on-call personnel, but response is not guaranteed until the next business day.
  • If a problem is encountered please report it to Orleans County Computer Services by phone (585-589-0387) or by e-mail to techsupprt@orleansny.com, with the following information:
    • Your Name and Company
    • Date and time of problem
    • Any error messages
This policy regulates the use of all VPN services to any Orleans County network and users must comply with the Computer Use Policy found on the intranet website (ocinfo). To maintain security, VPN services will be terminated immediately if any suspicious activity is found. Service may also be disabled until the issue has been identified and resolved. Any Orleans County VPN User found to have intentionally violated the VPN Acceptable Use Policy will be subject to loss of VPN privileges or further action if deemed necessary.
