County Clerk

The County Clerk is a "Constitutional Officer" elected
by all the voters in the county for a term of four years. The Clerk is responsible for
maintaining and preserving a vast number of records for the people of the county. The
Clerk represents two agencies of the Federal Government and is agent for seven different
agencies of State Government and works with many departments of town and county
government.
For the Federal Government the Clerk is a Passport Acceptance
Agent and files Federal Tax Liens. For NYS Government, the Clerk acts as an agent for:
Department of State, maintaining all notaries public and maintaining corporation filings;
Taxation and Finance, collecting transfer tax on the sale of all property and
mortgage tax
on mortgage monies (current mortgage tax rate: 1%); Environmental Conservation; maintaining a hazardous waste index and
selling hunting and fishing licenses; Department of Education, collecting a records
management fee on a recorded document; Office of Court Administration, maintains all civil
and criminal files and collects all state fees for filing same; Department of Motor
Vehicles, operates the local motor vehicle bureau licensing motorists and registering
vehicles pursuant to state procedures; Sales Tax Bureau, collecting sales tax on the sale
of motor vehicles as necessary. On behalf of the residents of the county, the Clerk acts a
registrar for all land transaction, veterans discharges, census records, oaths of office,
power of attorneys, survey maps, building loan agreements, liens, oil leases, etc.
County Clerks have been called "keeper of the record"
and we "keep the stories of your lives!"
